Achieving Sustainable Urban Development In Rwanda: National Urbanisa

The Goal of this Programme is to ensure that the rapid urbanization process is achieved in a controlled and sustainable manner and that the expected economic benefits deriving from this process translate into an equitable and efficient urban settlement pattern. The settlement pattern of Rwanda as a whole will change, and the focus of this change will be in the capital of Kigali itself as well as in the four regional market towns that have been identified.Following consultation between UN-Habitat and the Government of Rwanda both at thepolitical and technical level, and a series of technical visits and workshops, the two parties have entered in an agreement for the support of the urban sector development, focusing on the review of the present efforts, the development of critically important tools and guidelines, and the support to implementation of improved intervention with a view of establishing good practices for national replication. Over the first 2 years, the goals of the collaboration are to establish adequate policy frameworks, tools and implementation capacities (and experience), in the light of forthcoming project kick-off. Over the following 3 years, scaling-up and large scale investments could be envisaged to bring such frameworks to full fruition. As a final result to this joint national urban strategy, UN-Habitat and the Government of Rwanda will closely work together for the advent of three main accomplishments: (I) the formulation and development of a National Urban Policy (NUP), (2) the support of urbanisation projects in selected intermediate cities, and (3) the successful implementation of the Kigali Master Plan.
