Shelter Provision, Reintegration And Improved Livelihoods For Returnees And Idps In 3 Towns In Somaliland

The overall objective of the project is: to improve the living conditions of 475 long-term IDP families in urban IDP settlements in Somaliland three Regions, and facilitate their integration into the host community with improved housing, water, sanitation and enhanced livelihood opportunities.<?xml:namespace>

Expected Outcomes and Outputs: The project envisages the following key outcomes and outputs to achieve the above stated overall objective:

1. Beneficiaries provided with secure land tenure at identified resettlement sites in Boroma, Burao and Berbera, and threat of forced eviction permanently reduced

1.1 Land for construction identified, agreed with and secured by the 3 respective Local Government Authorities and technical site surveys carried out

1.2 Households profiled, pre-project livelihoods status documented, and shelter beneficiaries selected through a transparent and fair process

1.3 Permanent legal land rights secured for the 475 shelter beneficiaries in the 3 target towns; Housing Land and Property rights for IDPs advocated with local authorities and land owners

1.4 Property titles provided for shelter beneficiaries and registered at the respective Municipality

 

2. Shelter construction and settlement development at the 3 selected Returnee IDP settlement areas completed and living conditions of up to 475 families improved

2.1 Participatory settlement planning and house design conducted with representative groups of beneficiary IDPs and local authorities

2.2 Technical planning, preparation of Bills of Quantities (BoQ) and local tender process completed; sub-contracts awarded to 3 local construction companies, who will use available labor force from the settlements

2.3 Permanent shelter constructed for up to 475 Households

2.4 Basic settlement infrastructure and services provided (water, sanitation, drainage, road network, etc) 

 

3. Social-economic integration of the 3 Returnee and IDP communities improved and access

   to employment and livelihood opportunities increased

3.1 Training in construction skills provided and temporary jobs created for unskilled Community members and local building contractors; Training certificates provided to community members

3.2 Additional sub-projects identified (Selection through community consultation, action planning and local project prioritization) and implemented, specifically targeting the social and economic development of women and youth from the 3 target communities

3.3 Provision of training certificates; Post project livelihood status of trained beneficiaries monitored and documented
