Community-Led Urban Infrastructure Programme (Cluip) In Afghanistan

The Government of Afghanistan acknowledges that an area-based and participatory process to improve urban governance and programmes that provide tangible, useful partnerships with urban communities that build legitimacy and visibly reduce current levels of urban poverty are key elements in the development process. Improving the quality of governance in Afghanistan's cities and increasing the capacity and accountability of Municipalities is critical for political and social stability. Engagement of citizens with the municipal government through neighbourhood councils and Gozar Assemblies are not only the basis to let communities build simple but needed community infrastructure, but it provides a very real and immediate peace dividend. The constitution of Afghanistan foresees Municipal elections, however this has not happened until now and the  CB-MSP supported the creation of Municipal Advisory Boards in the various cities as an interim solution to improve transparency, accountability and opportunities for interaction between the local government and the citizens especially through the Community Development Councils and Gozar Assemblies.
