Development Of National Urban Policy, Cameroon

The purpose is that they will improve land use control, mobilize more capitals, and reinforce participatory planned city extension and infill. This project is aiming to support the Government of Cameroon to organize and undertake the process of developing its first National Urban Policy (NUP). This will be done in an interactive manner to create a common vision and determine principles for transformative changes for guiding the active and irreversible promotion of sustainable urban development for the next 25-30 years.Three principal’s reasons justified the necessity of Cameroon to have a National Urban Policy. The following are:a. Absence of coordination in the context of urban development and regional planning in several areas: that of multi-institutional coordination; but also between the government and the citizens; between central government and local authorities; regionally, continentally and globally; coordination between sectors, etc. The study demonstrated that an integrated approach is required to develop a solid NUP;b. The weak understanding of the integrated approach. There is no one-size-fits-all solution, as it depends on the local context, but certain mechanisms such as the "integrated spatial approach" and "multi-level governance" nevertheless make it possible to achieve these objectives, which are not well mastered by the local authorities or local actors. The integrated spatial approach argues for a co-production process. NUP will need to formulate measures to reconcile the interests of different stakeholders and to conceptualize a common vision. It will not be enough simply to bring together stakeholders, but more importantly to achieve true partnerships: (i) functional networks / framework for co-production must be established; (ii) requirements and commitments are required from all stakeholders and; (iii) Stakeholders and networks must meet well-defined common objectives. Within these "co-production frameworks" and this networking policy, stakeholders will work together to solve key issues;c. Poor implementation of certain development actions in the various sectors, and inefficient management of the territorial development process. NUP will not only propose cross-sectoral integration, but also coherence between planning, resource planning, implementation, management, and evaluation.
