Strengthening National And Subnational Capacities In Support Of Climate Resilient Low Carbon Development (Philippines And Viet Nam)

Whilst recognizing that urban climate change action requires political will at the local government level and that significant gains can be made through local partnerships, the project aims to build a more conducive environment for local action within a multilevel governance framework in the Philippines and Viet Nam. Key dimensions of a conducive environment include: 1. policy and legislative framework 2. capacity development including strengthened institutions 3. access to financial resources. This project focusses on point 2 (above): the building local capacities through better national government coordination, institutional mechanisms in support of local actin and targeted local government capacity building. A separate project (Development Account 9th Tranche) emphasizes point 1 and to some extent point 3 (above) and as such provides synergies to this project. In both countries, as indicated above the Republic of the Philippines and the Socialist Republic of Viet Nam have previously engaged in UN-Habitat's Cities and Climate Change Initiative with emphasis on local climate change action. Despite significant successes, the limitations for isolated local action - and the challenge for autonomous replication to other cities is evident. The beneficiaries of the project are therefore cities and towns which have thus far only taken limited climate change action - and such action will ultimately benefit local communities.
