During the first phase of the project, it aimed to apply
the knowledge and methodologies related to the NAU in order to improve the
neighborhoods of the participating municipalities. Therefore, the project
sought to provide technical assistant through urban planning and design
instruments which will focus on the integral redevelopment of peripheral neighborhoods.
Moreover, the neglected environmental conditions in peripheral
areas due to the lack of services and inefficient planning instruments obligate
the project to adopt a multidisciplinary approach to face the challenges
related with these circumstances: climate change, pollution, greenhouse gas
emissions, and resilience.
During the second phase of the project, the aim is to combine
technical, financial and legal efforts to provide to the Municipal GAD of
Cuenca with the capacities and necessary tools for an adequate management and
use of its territory. The approval of the LOOTUGS and the principles
established in the NAU establish optimal conditions for the formulation of planning
instruments for the adequate management and use of urban territories. In this
specific context, for the formulation of the Land Use and Management Plan for
the city of Cuenca.
