In line with UN-Habitat Housing and slum-upgrading program and the vision
to approach informal areas from a city wide perspective, this cooperation aims
at supporting ISDF to
set up an integrated and inclusive strategy for urban upgrading and development
in informal areas. This strategy will include
classification and identification of priority interventions for various types
of informality as well as guidelines and tools for implementation. The project
will additionally support management of implementation of priority
interventions and the cooperation might extend to implement some pilot cases
and interventions using and testing the developed tools and guidelines.
The project will avail a platform for sharing knowledge and information
on the process, guidelines and lessons learned. In addition, this project will
provide enhanced opportunity for defined target informal communities to access
formal land and housing and improve community liveability and quality of
living. The most vulnerable unsafe target communities will be prioritized for
upgrading responding to basic needs of adequate housing conditions.
To enable building up the strategy for
addressing Informal areas in Egypt, It is essential to create an integrated
framework and learn from the experiences and successful comparable global
efforts as part of an overall preventive and proactive
strategy for informal areas upgrading/control in Egypt. This will be based on a rapid profiling exercise,
and backed up with legislation and capacity building support. It is also
essential to set the monitoring mechanism that shall enable measuring the
effectiveness of the strategies used and enable redirecting according to the
progress measured.
This strategy will be
strongly supported by UN-Habitat regional and global experience in housing and
slum upgrading in cooperation with the ISDF, GIZ and MHUUC and the target
communities. UN-Habitat will provide both knowledge services on urban upgrading
categories, tools and guidelines, in addition to or high-level policy advisory
services on housing and informal upgrading.
