The CCNPP aligns with the Urban National Priority Programme (U-NPP). The bridge is through the flagship action, the urban component of Citizens Charter Afghanistan Programme.
Objective and Expected Outcomes of the urban component of CCAP Objective:
Objective: Strengthen and capacitate existing urban governance institutions with a focus on IDLG/DMM, municipalities of target cities, and facilitating partners to implement the Citizens' Charter in targeted urban areas.
Expected Outcomes:
• Institution Building: Capacity building of IDLG/DMM, provincial governments, and facilitating partners to support the formation of community-based governance entities such as Gozar Assemblies, Community Development Councils, sub-committees, and so on, following a streamlined democratic process.
• Project implementation and management support to IDLG/DMM which would include: preparing manuals, conducting training and facilitation of financial management, procurement and contract administration, monitoring and evaluation, MIS and reporting. Technical assistance also includes support for FP management, block grant management, the inter-ministerial and provincial level discussions on future of urban part of project, oversight for both the project and operation;
• Service Standard Grants support to IDLG/DMM for proposal review, implementation and disbursement support for the development of community action planning, mechanisms for validation of community-led CDPs by relevant government entities, and to ensure consistency with the strategic and master plans at multiple administrative hierarchies (neighbourhood to municipal to national levels).
• Monitoring and Knowledge Learning: support to IDLG/DMM in developing communications and visibility strategy for multiple stakeholders including citizens, government partners, international organisations on a range of subjects including citizens' scorecards, social auditing, grievance redress mechanisms, the inclusion of vulnerable groups and women, and reporting impacts and progress of CCAP.
The Objective and Expected Outcomes
Objective: Support and liaise with central and provincial level government entities and CCAP team, namely, IDLG/DMM and Programme Implementation Unit (PIU) at the central level, and Programme Management Units (PMUs) in the four target cities, which cover 600 urban communities. The OC will also be responsible for training PIU and PMUs to properly manage the Facilitating Partners (FPs) in planning and implementing the CCAP
Expected Outcomes:
1. Established structures and procedures are enabling IDLG/DMM to manage effectively and supervise smoothly the functions of Facilitating Partners (FPs) in the implementation of the CCAP based on the operating guideline.
2. DMM and PIU capacity is built to lead and manage the program implementation according to the Afghan Laws, Rules, Procedures, and Policies
3. Guidelines, operational manuals and procedures are in place, and DMM, PIU, PMU and FPs Key staff are trained to use them for effective program management and support.
4. Program Implementation Unit (PIU) and PMU are established with acquired capacity to run and manage the program as per the set benchmarks and deliverables
5. Effective financial and procurement system and structure are established at central and provincial level with required capacity to manage the financial and procurement of CCAP.
6. Effective reporting system in place with the establishment of an efficient Information Management system at the central and provincial offices of DMM.
7. Provincial Management Units (PMUs) are capacitated deliver the tasks and to supervise the project implementation by FPs
8. Required Systems, procedures, mechanisms, and guidelines are prepared and implemented by relevant entities.
