Rapid City Profiling And Monitoring System In Libya (Unhcr Funding)

To address the lack of timely, reliable and commonly agreed upon data on displacement-affected populations that can be used for assistance programming and government planning for durable solutions, UN HABITAT, UNFPA, and UNHCR have decided to explore the potential for a joint urban and population profiling exercise in Libya with a particular focus on displaced and displacement-affected populations. The profiling will be a joint process that will involve a wide array of different actors. In order to coordinate this initiative with other on-going data collection and analysis, to pool resources, and to ensure consensus around its final results and recommendations, the process will be collaborative. By combining the city profiling with the post conflict statistical data, a sound, statistically robust baseline can be formed which can inform on key humanitarian needs and be used to develop – with relevant stakeholder, including municipalities, civil society, service providers and line ministries localized – action plans for relevant humanitarian response as well as stabilization and recovery. The combined approach, through involving the Bureau of Statistics and Census (BSC) and developing indicators jointly with the Central government, facilitates the strengthened ownership of Government as well as UN partners, thus becomes a credible tool for joint planning. The product can also be more readily transferred to government, and can help place government in the center of recovery planning.
