It will improve quality and effectiveness of the LED cross-cutting approach, providing local governments planning instruments that meet the aspirations of the local population.   By implementing the RAP tool exercise in Cacheu Region, UN-Habitat aims at creating conditions for responding to the lack of technical capacity and experience, lack of data and information and financial resources by reinforcing capacity, transfer skills and tools to local technicians. Also, leveraging local knowledge and information through participatory approach to kicksart processes to shape a resilience framework action cooperating and so to build a more resilient community
