The
objective of the project is to support
the Municipal Government of Reynosa in the process of preparation of the
Program of Territorial Planning and Urban Development of the Municipality so
that it can be aligned with the New Urban Agenda.
Currently the
municipality of Reynosa is in the process of updating the Program for Land Use
Planning and Urban Development (POTDU) of the municipality, a binding
instrument that will determine where and how the city will develop in the
coming decades. This activity is expected to be completed by December 2018.
The POTDU has a
particular importance, since it will guide the development of two close
municipalities, Reynosa and Rio Bravo. This metropolitan planning area, while
demanding a greater capacity for coordination, brings significant benefits for
the spatial capital. According to an OECD study, in metropolitan areas fragmented
into uncoordinated municipalities, there is a decrease in production levels by
5-6%. This negative effect is reduced by half when there is an entity or
instrument of governance at the metropolitan level. Metropolitan coordination
facilitates accessibility to social infrastructure, which results in greater
inclusion and social cohesion.
Since 2011, the IMPLAN
has been directing the municipal efforts of urban development and territorial planning
and has the task of supporting the municipal government with the alignment of
the planning instruments as well as the codes and regulations to the new
federal regulations derived from the new Law of Human Settlements, Territorial
Planning and Urban Development. Finally, the IMPLAN is responsible for
generating conditions of social participation to strengthen the governance of
urban development, through participatory processes and communication and
dissemination campaigns to raise awareness and involve the citizens.
It is expected that provide
assistance to the state administration could transmit experiences, practices
and lessons previously learned, as well as the implementation of a
dissemination and communication strategy, aimed at creating a bidirectional
space for dialogue and dissemination of findings, progress and results of
technical assistance. For this, it will contribute to the elaboration of
messages so that the model of urban development proposed by the POT can be
presented in an understandable way to the general public, elaborating a
campaign that influences the public awareness on change and helps to form a
supportive community.
