Initial Framework For Reconstruction Of Mosul, Iraq

UN-Habitat’s City Profile of Mosul, published in October 2016, analyzed that the lack of sound, updated masterplan in Mosul has resulted in the growth of informal settlements without adequate infrastructure and social services, and increasing inequality in ability to access land and housing – which exacerbated grievances among people in Mosul and contributed to the rise of violent extremists.

The Government of Iraq, as a State Party to the World Heritage Convention, is including the Old City of Mosul on Iraq’s Tentative List for its future inscription on the World Heritage List. The inclusion of the Old City in the World Heritage’s framework is key to guarantee that restoration and reconstruction works in the Old City will align with international standards in terms of cultural heritage conservation and management.

This project will be determinant to ‘build back better’ the conflict-affected city of Mosul and support peacebuilding and sustainable development, recovery and reconstruction interventions.  Multi-stakeholders planning to provide assistance will be guided by a framework for reconstruction that takes into account the fast pace of change occurring in urban areas.
