Support Project Development For Accessing Global Climate Financing - Vietnam

The main objective of the proposed project is to support the technical capacity of the Vietnam Office of UN-Habitat to develop concept proposal and full-size project proposal, and to accomplish environmental and social safeguard risk assessments and gender assessments for accessing the global climate financing through Adaptation Fund.  Concept proposal for Adaptation Fund requires extensive stakeholder consultations covering all levels policy to implementation, aligning with national policies, identify concrete actions to   meet challenge of climate change by accelerating adaptation actions.  The preparation process requires number of expertise such as climate change expert, social and environment safeguards expert, community development expert, technical experts including designing sub-projects etc. This implies significant pre-project resource investment and the aim of the project is to meet such needs.
